The Ministry of Finance and Ministry of Health and Welfare have cooperated to establish a new system for filing the taxes, allowing citizens to use health insurance IC cards to file their taxes through the Internet starting from next May.

On October 19, the Ministry of Finance said it has confirmed technical feasibility with the Ministry of Health and Welfare.

CNA reports, Legislator Fei Hung-tai introduced the idea of filing the taxes via health insurance card in a parliament session recently. Premier Mao Zhi-guo promised to strive to promote the case and had the Ministry of Finance and Ministry of Health and Welfare carry out negotiations. Director of Fiscal Information Agency Su Jun-rong says that he is confident the project will be launch by next year.

Apple Daily reports, according to the project, after applying for a password for identity check, people can file taxes with the health insurance IC card and directly check or download information regarding their account balance.

Taiwan has implemented National Health Insurance since March 1995, and the insurance coverage rate is up to 99%. The new tax filing system will only need a health insurance IC card and password. People no longer need to apply for a citizen digital certificate or financial CA to file taxes.

Current ways to access the system of filing taxes and checking individual income include using citizen digital certificates and financial certificates. (Companies using financial certificates to file the taxes include one insurance company, six banks and 21 securities broker companies) Among the six million returns last year, 130 thousand returns were received through financial certificate and 1.516 million through citizen digital certificate. Up to 93% of people file taxes or apply for estimated tax notice through the Internet.

UDN reports, if everything goes smoothly, citizens can choose to file taxes from four kinds of certificates, including the existing citizen digital certificate, financial certificate, identification number plus account number and the additional identified health insurance IC card.
